Russia accuses Georgian military officials with selling weapons to Chechen rebels. This is no secret, but in the past there was no public outcry about it. Since the Beslan massacre in September, Russian counter-terrorist operations have been more outspoken about neighboring nations that help out terrorists hitting Russian targets. Two police officers in Beslan and one in neighboring Ingushetia were arrested for negligence in the Beslan attack. Police were accused to taking bribes to allow the rebels to get past check points, and to Beslan.
