In Grozny, Chechnya, two trucks, together containing over a ton of explosive, got close enough to the provincial headquarters building to wreck the structure with the explosion. The drivers were suicide bombers and about 45 were killed and 150 injured. Most of the casualties were Chechens running the pro-Russian provincial government. Rebels have increasingly directed their attacks at Chechens who are willing to work with the Russians. This is, as feared, turning the war in Chechnya into a civil war between Chechens.
