Iraq continues to tantalize the UN with hopes that arms inspectors might be allowed back in. But even if they were, it is known, from past experience, that the inspectors would be blocked from finding key weapons sites. This was the experience in the 1990s, where the most secret sites were only discovered when senior Iraqis defected and provided the information. Iraq is using the prospect of letting inspectors back in as a weapon to help thwart a US invasion. Iraq knows that world public opinion is it's most powerful weapon and playing games with the UN is one way to use that weapon. At the moment, the only UN involvement on the ground are 200 observers on the Kuwait-Iraq border.
