  The government denied rumors that religious conservatives were calling for a state of emergency be declared to deal with "the American threat." The moderate majority sees this as another attempt to stamp out reform. A state of emergency. not seen since 1979, would shut down parliament and give the police and army more power against "enemies of the state."
