Balkan corruption continues to have political effects. The resignation of Montenegro's Foreign Minister Branko Perovic (for involvement with Italian mafia members) means trouble for the current Montenegrin government. Another shake up of the ruling coalition will occur. This is particularly troublesome for Montenegro since the country is trying to engineer a "slow secession" from Yugoslavia.
