Turkey ended eight days of air and sea exercises in the Aegean. Named "White Storm-99", the exercise included local defense and assault drills. On November 3, the Turkish government said it will allow men to shorten their required length of military service -- but it will cost them cash. $8000 reduces required military service to two months, instead of the usual 8 to 18. The money will go to earthquake disaster relief. All Turkish men over the age of 18 must serve in the military.

Approximately 15,000 Montenegrin men face draft-dodging charges for avoiding military service with the Yugoslav Army during the Kosovo War.
