Japan is a generally low crime country, but it has produced some pretty vicious terrorist groups over the past few decades. All of these have been rounded up or chased far underground (exile in North Korea and the like.) But apparently a new crop are at it. On the evening of March 12th, two home made rockets were fired into the American Yokota military base. No damage or injuries resulted. On the 11th, a rocket launcher was found in the capital near the headquarters of the Defense Agency. Back in 2000, there was a similar attack. It's thought that these attacks represent a small group of student radicals, and rather inept ones at that. But this is how all terrorist organizations begin, and unless this bunch is rounded up, they may eventually get better at what they are trying to do, or just get lucky.
