US Treasury officials are constantly shutting down so-called Islamic charities that funnel money to terrorist groups. The problem is that donors (whether they know their donations support terrorism or not, whether they admit knowing or not) to such charities still have money to donate and find other charities as those connected to terrorism are shut down. Terrorist groups are, in turn, constantly trying to create new charities, or to create or expand links to existing charities which are now receiving a new surge of donations. The Treasury Department is scrambling to identify these new charities and find out if they have terrorist links or not.--Stephen V Cole
