Japan is getting more concerned about terrorism aimed at its many nuclear power plants. To remedy the situation, or at least the fear, a special anti-terrorism commando unit. But for this to work, a law must be passed to allow Japanese troops to fire first. As Japanese law now stands, soldiers can only fire in self defense. It is assumed that a terrorist raid on a nuclear power plant could only be stopped if the defenders could fire
