The biannual report by the CIA on the proliferation of weapons of mass destruction sounds a grim note for the future.
@ Iran and Pakistan have become new sources for the purchase of items related to weapons of mass destruction.

@ Russia continues to export missile technology, particularly to Iran. While the Russian government has promised to stop these exports, its enforcement of export controls and prosecution of offenders is weak.

@ Iran is the world's most active country in trying to obtain weapons of mass destruction. It is acquiring dual-use and specific technology anywhere it can, and is setting up production facilities for chemical, biological, and nuclear weapons as well as long-range ballistic missiles. 

@ North Korea and China have provided extensive aid to the Pakistani missile program.

@ China has provided missile technology to Iran, Pakistan, and Libya.

@ North Korea is a major buyer and seller of ballistic missile technology.

@ Iraq has rebuilt its key chemical weapons production facilities and its ballistic missile production facilities. Iraq is working on converting L29 jet trainers into unmanned cruise missiles loaded with chemical and biological weapons.

@ Within days of the lifting of sanctions on Libya, Tripoli had re-established its contacts with suppliers for its chemical weapons industry and is trying to buy missiles to replace its ancient Scuds.

@ Syria has continued trying to buy precursor chemicals for the production of chemical weapons. It has a stockpile of Sarin nerve gas and is trying to obtain more lethal chemicals. Syria is working on liquid-fueled missiles with Russian and North Korean help and plans to build an arsenal of chemical-armed missiles to deter Israeli nuclear weapons.
