The army operations in the north have driven the LRA out of Uganda, and forced the rebels to spend most of their time across the border in southern Sudan. This means the LRA must raid Sudanese villages for food and other supplies. They have done a lot of this in the last few weeks, leaving 40 or more people dead. This has included members of the Sudan People's Liberation Army (SPLA), the rebel group that just negotiated a peace deal with the Sudanese government. The Sudanese army refuses to attack the LRA, and apparently provides these Ugandan rebels with some support (weapons and ammunition.) The Ugandan army has a deal with Sudan that allows Ugandan troops to pursue LRA rebels into southern Sudan. But it's another matter if the LRA gunmen are just operating inside Sudan, and have not just crossed the border.
