Uganda turned down an LRA demand that Uganda agree to a military ceasefire prior to entering peace talks. AFP reported that the LRA wrote a letter in July that said "For peace talks we need a ceasefire." Ugandan President Yoweri Museveni is known to oppose a ceasefire with the LRA. At one time he opposed peace talks, but church activists in northern Uganda are trying to open negotiation channels between the Museveni government and the LRA.
