Uganda said that since July 2001 an estimated 1,800 rebel fighters had accepted the governments amnesty offer. In some cases amnesty includes resettlement. A report from Ugandas Amnesty Commission also said there are 2,800 Ugandan rebels in Kenya who wish to take up the amnesty offer and return to Uganda. Many of these former fighters were in the Holy Spirit Movement led by Alice Lakwena. The Holy Spirit Movement rebelled against the Museveni government in 1987. The Holy Spirit Movement is best remembered for its belief that magic blessed oil rubbed on the body would repel bullets. However, it didnt work.
