In Darfur, 11,000 foreign aid workers, and 7,000 peacekeepers, are still unable to control the violence. There are still several thousand government sponsored militiamen wandering around, attacking refugees who dare to return to their burned out villages. Some of the militiamen sit outside refugee camps, attacking women venturing out to collect firewood. Darfur is a vast area, the size of Western Europe, and the peacekeepers cannot cover it all. The Sudanese army is mainly concerned with going after rebel groups in Darfur. While the government is trying to negotiate with the rebels, this is made very difficult by many disagreements between the rebel groups. So the violence continues, mainly against civilians.
