Following up a threat made on July 23, the Khartoum government said that it would restrict all relief flights, claiming that certain relief organizations were directly aiding the SPLA. The government said that it had the right to inspect cargoes of all relief agency flights in Sudan. Western analysts said that one of the Khartoum government's chief concerns were flights from the northern Kenyan airfield of Lokichokio. Several relief agencies forward base out of Lokichokio. There is also a hospital located there, serving refugees and wounded Sudanese who are later flown into Kenya.
