In southern India, 52,729 Sri Lankan refugees are living in government camps, while another  17,172 are living outside the camps, although they are registered with the police. The Indian police try, with mixed success, to keep LTTE rebels from operating in these camps. India has considered LTTE a terrorist organization since 1992, but the LTTE cause in popular in southwest India, where the Sri Lankan Tamils originally came from over a century
