The government has offered the rebels unspecified political concessions to get the peace talks going again. The rebels are holding out for autonomy, and eventually independence. The government refuses to allow partition, and foreign aid will not be applied to rebel held areas until the rebels return to the peace talks. It is feared that hard line rebels want to rearm and train new troops, then drive non-Tamils out of areas the rebels control and establish defacto independence. The foreign aid community opposes this.
