Foreign donors have told the rebels that they will not budge from their support for the government. The rebels insist on negotiating partition of the country, which the government won't allow. The rebels won't discuss disarmament, and, with their insistence on partition, apparently never intend to disarm. The rebels continue to smuggle weapons in (breaking the terms of the truce) and training new recruits. The government fears that the rebels will return to fighting. However, the rebels have been tagged as international terrorists by the US, and could face government troops aided by the American military if fighting resumed.
