The LTTE has questioned the ability of Norway to adequately monitor any peace deal. The rebels are suspected of building up their forces for another offensive, and are just making such charges to drag out negotiations and keep the army out of their territory. At the same time, the rebels complain that the government is slow in withdrawing it's troops from government buildings in areas that are to be under rebel control.
