Rebels have released four captives (three sailors and a soldier) who had been held for over eight years. This was done to gain some goodwill and get the government to grant concessions to the rebels and get peace talks going. The government believes that the rebels are just looking to get a break from constant government hammering. Then the rebels can rebuild their depleted forces.
