Non-radical Tamil groups are urging the LTTE to enter peace talks with the government, pointing out that the major victims of the fighting are Tamil civilians in the combat zones. Meanwhile, the lull in fighting in the north makes the government fearful that the LTTE are organizing another offensive. The LTTE offensives consist of many small infantry units moving around and between government units and causing panic, as well as casualties. But the rebels take a lot of casualties doing this and it is thought it will take a while to replace the losses from the last offensive.
