  The government has rejected a rebel offer of a cease fire to allow refugees to flee the area. The government believes that the rebels would use such a ceasefire to move their troops unhindered by government artillery or warplanes.  Meanwhile, the army is on the offensive, admitting that 25 troops were killed and nearly a hundred wounded in operations south of Jaffna city.
