The LTTE rebels proposed a true to allow the 40,000 army troops to evacuate the Jaffna peninsula. The rebels captured the Elephant Pass causeway (which connects the Jaffna peninsula to the rest of the island of Sri Lanka) on April 22nd and have been fighting the army troops still in the Jaffna area ever since. The government promptly rejected the cease fire and evacuation offer and have vowed to crush the rebels no matter what the cost. The government has expanded it's censorship rules with the banning of public meetings.
