The European Union (EU) is offering the new government a $100 million in aid if the new government can stop squabbling and start governing. This is unlikely to happen, and the government is pleading that they need the money to get the new government going. But the EU is unmoved, having been burned too many times before by Somalis with good intentions, and bad habits. The EU feels that if the money is given now, it will just be stolen by one faction or another, sparking another round of fighting.
