The African Union says they cannot send peacekeepers to Somalia, to help the new government, until the UN lifts its arms embargo on Somalia. Sudan and Uganda say they are ready to send in peacekeepers, but want UN approval, and financial support, first. The UN is reluctant to get involved in another Somalia peacekeeping operation.
