American counter-terrorism commanders in the area believe that Somalia has become a refuge for terrorism. As the transitional government tries to take control in the country, some warlords have been seen seeking aid wherever they can get it. Some have taken money and guns from neighboring Ethiopia. Rumors abound of groups of foreigners giving warlords large cash "gifts" in return for protection.
