The formation of a parliament has been delayed by disputes over how many delegates each clan or tribe should have. Negotiations to settle these disputes have dragged on for over a month. The planned opening of the Transitional Federal Parliament (TFP) on July 31sr has been delayed. Two sections of northern Somalia have set up working governments under the names of Puntland and Somaliland. Neither of these two entities have expressed much interest in working with the TFP.
