The clan leaders and warlords that have agreed to establish a new government, but potential aid donors (via the Inter-Governmental Authority on Development, or IGAD) have warned that if the selection of government officials and members of the legislature are not selected democratically, the foreign aid will not arrive. But the warlords and clans want to get "paid" for their cooperation, and are less concerned about people who don't have as many guns as they do. Peace in Somalia is still a precarious prospect.
