Leaders of the Somali National Salvation Council (SNSC, a recently formed alliance of 12 factions) and the TNG (Transitional National Government) who are currently in Libya had reached an agreement on several points. They would up an administration for Mogadishu and environs, immediately deploy a joint force in Mogadishu to restore peace and stability in the city, rehabilitate 20,000 militiamen (with Libya financing the program) and set up 4,800-man police force (170 police officers will be sent to Libya for training).

The next announcement expected is when they are going to reopen Mogadishu air and sea ports (closed since 1995), but without the consent of faction leaders opposed to the council (like Muhammad Qanyare Afrah, Umar Finish and Muhammad Dere ) it is not going to be easy to open the ports. The city still remains "sectioned off" and controlled by the different factions.

The joint delegation will next travel to Egypt, at the invitation of that country's officials. - Adam Geibel
