Since last year, hundreds of Somalis, representing warlords, clans and other groups, have been in Kenya trying to work out a peace deal. Progress has been slow, some would say non-existent. But today, one of the delegates, and two aides, were found shot to death outside the Kenyan capital. The president of the Transitional National Government has not been able to leave Somalia to plead his cause because his bodyguards have not been paid for a while and reuse to allow the president to leave the country until the pay issue has been resolved.
