Fighting between factions of the RRA militia in the southern town of Baidoa has left 20 dead and many more wounded. Some factions of the RRA want to work with the new government in the capital, while other factions want to join the newly declared country of South-West Somalia. Since the 1990s, there has been no national government, only lots of factions with lots of guns. UN efforts to bring peace have all failed and the violence has made it more difficult for aid organizations to operate.
