Kidnapping has become more common, but only in the capital (Mogadishu). The most common victims are foreign aid workers and Arab merchants. These two groups have money (or friends with money) and do not belong to a clan full of armed men who would come after the kidnappers. The UN has withdrawn it's aid programs (since April 28th) because of Somali UN employees being kidnapped. The merchant's families can hire gunmen to kidnap members of the kidnappers clan, but of late kidnappers have tried to conceal which clan they belong to.
