The leader of the Democratic Liberation Forces of Rwanda (FDLR a Hutu militia organization) surrendered to Rwandan army troops. The leader was identified as Paul Rwarakabi. He was originally in the Hutu Interahamwe militia. The FDLR is based in the DRC. Several of its leaders are accused of participating in the 1994 genocide that killed 800,000 Tutsis. The surrender of Rwarakabi may have been encouraged by the DRC government. The DRCs support for Rwandan rebels has diminished since mid-2003, and the signing of the comprehensive Congo peace plan.
