Former South African President Mandela has proposed that Burundi form a new Army including 50% Hutus and 50% Tutsis. The government (dominated by Tutsis) has accepted the plan, but Hutu rebel leaders have demanded that the Army reflect the national ethnic mix of 85% Hutu and 15% Tutsi.--Stephen V Cole
