The number of colleges with military officers courses (similar to the Reserve Officers Training Corps in the U.S.) is being restricted. Only schools that graduate the kind of people the military is looking for (space operations and aircraft engineering, in particular), will get the subsidies that pay for the military departments. Students who agree to take military training in college, and serve on active duty for three years after they graduate, get scholarships at universities that have military departments.
