The Minister of Defense announced that new missiles will be developed that can defeat American anti-missile systems. Russia would then be able to sell this technology to China, or any other nation that feels it might get into a confrontation with the United States. The technology itself is not all that complex, and involves things like dummy warheads and electronic countermeasures. These, in turn, can be defeated by a more elaborate anti-missile system.
