Continued cooperation with India in developing new weapons, or letting India have the technology to build advanced systems, is dependent on India passing laws to protect intellectual property. India is resisting passing, and enforcing, those laws, and signing an intellectual property protection agreement with Russia. India has large industries that prosper by freely (and without paying royalties) manufacturing goods using patents held by foreign firms. India has also noted that China has made much progress using this approach, and is resisting Russian pressure to go straight.
