The Russian army is not able to attract enough volunteer troops to fill jobs available. Because of high oil prices, and large Russian oil exports, the economy is booming and there are more jobs for young men. So the armed forces will have to raise pay levels to get sufficient people. Another problem is the risk of getting sent to Chechnya. Although less than ten percent of the Russian armed forces are in Chechnya, units only stay there for six months or a year. So anyone in the army or interior ministry forces, are liable to serve in Chechnya, where the risk of death or injury is high.
