The government is getting serious for about corruption in the military. The books were audited for 2003 and half a billion dollars was found "misspent." As the news stories of starving (literally) and freezing troops indicate, most of the misspent money had to do with food and housing for the troops. Suppliers of food and housing construction and maintenance are overpaid, with local commanders getting kickbacks. The troops are left with much less food than they are supposed to get, and no heat in the leaky barracks.
