Russia has 45 nuclear subs in its Northern Fleet that are waiting to be scrapped. Only three of the retired subs have had their nuclear fuel removed and the Russians say it will cost $3.8 billion to get the radioactive stuff out of the other 43 subs. It is feared that some of these subs will begin to leak radioactive material.
