Russia's first experiment in forming a professional army is failing. The 76th Parachute division is phasing out draftees and replacing them with volunteer soldiers. But the pay rates, which start at $110 a month, are too low and the army has been unable to attract many of the 3,100 recruits it needs. The average monthly civilian salary is $140, but since the paratroopers can expect to spend some time in Chechnya, young men are looking for more money before they risk their lives.
