Although Ukraine is applying to join NATO, it says it will honor the 20 year lease Russia has on a naval base in the Black Sea port of Sevastopol. The lease expires in 2017. Currently there are 16,000 Russian sailors and 380 ships and boats stationed there. 

In Chechnya, rebels killed three civilians (a mother and her two adult children.)
