The Russian General Staff has rejected pressure to move quickly to an all-volunteer force, and instead is pressuring Parliament to pass a series of new laws that would end many draft deferments for students and would make the planned "civilian alternative service" more a form of punishment than an alternative to military duty.--Stephen V Cole
