Pro-Russian Chechens are more frequently complaining openly about the indiscipline, corruption and brutality of the 90,000 Russian troops in Chechnya. Worse yet, the federal government has been trying to solve the problem, but has been unable to get commanders on the scene to crack down. Dozens of officers and troops have been court martialled for offenses in Chechnya, although it is difficult to get convictions. Most Russians seem to tolerate brutal treatment of Chechnya as long as the rebels are active.
