NATO air recon aircraft flights near the Kola peninsula, where the Northern Fleet is based, increased 20 percent (to 372) from 2000 to 2001. The increase apparently was triggered by salvage efforts to raise the sunk Russian nuclear submarine Kursk. Meanwhile, news reports indicate the national police are trying to get a law passed requiring anyone with access to the Internet to first undergo a police background check. The reason given is to "control pornography," but the police are also upset at the ability of Internet users to quickly and secretly communicate with others around the world.
