The leader of the Chechen rebels has called for peace talks with Russia. The war in Afghanistan and War on Terrorism has dried up much of the external support for the rebels. Continued military pressure on the rebels in Chechnya has hurt as well. Elsewhere in Chechnya, soldiers killed 21 rebels while losing one of their own.
