 Russian appointed Chechen officials in Chechnya warned that Russian troops would have to operate more carefully around civilians if they wanted to avoid increasing unrest. For example, nervous troops at a checkpoint opened fire on a car full of civilians, killing three and wounding two. Engineers destroying wrecked houses in Grozny do not always check with local residents, and injuries have resulted. In the far east, a navy warship holding gunnery exercises hit a local village, causing some damage and one injury.
