President Putin has apparently taken sides in the military debate over how to spend the defense budget. Six senior generals were fired, all of them among those who resisted a proposal to merge the Strategic Rocket Forces into other branches of the armed forces spend much of the nuclear weapons budget on improving conventional forces.
