The US has rejected the Russian proposal that both nations reduce their arsenal of strategic nuclear warheads to 1,500 each. The Russians have a big incentive to do this as their shortage of money has led to a gradual deterioration of many of their warheads. Meanwhile, several hundred Chechen rebels are reported to be training in Afghanistan.
