The scourge is striking again. The Kenyan government and several NGOs report a malaria outbreak, and one that verges on an epidemic. The Red Cross said that 300 Kenyans have died of malaria since June and that --get this-- almost 160,000 people may have contracted it. The center of the outbreak lies in the Rift Valley region, an area hit by floods in late spring. Outbreaks of this magnitude break already small national budgets.
